On the General tab, click the Normal Startup option, and then click OK.
When you are prompted to restart the computer, click Restart.

Note if you trying to upgrade to Windows 7 you cannot upgrade to Windows 7 from Windows XP you will only be able to do a custom installation of Windows 7.

On your question if your computer can run 64 bit of Windows vista or windows 7 or not, the quickest way to find out would be to contact your PC manufacturer.
You cannot upgrade from 32bit operating systems to a 64 operating systems. You will have to do a custom install after which you will have to reinstall all the programs and application on the computer.
